If somehow all programmers were to read this article, and follow its advice by aspiring to the gold standard of cover letters (for their company at least), it would be good for all of them, but it would surely create a DOS attack of sorts for the hiring managers!

This was essentially the same advice I gave when I was trying to hire folks.
It just blew my mind how lazy folks were when it came to making a first impression.

I might be old-fashioned, but pretty much every resume book I have ever read (and the *one* that I do own) make it pretty clear that you need to provide a great cover letter (cover email in your case).
